OMB Watch Provides Access to DHS Comments

OMB Watch donated three hours so that public comments submitted to the Department of Homeland Security (DHS) regarding its proposed Critical Infrastructure Information (CII) rule are available for review electronically.

DHS officials informed OMB Watch last week of their intention to post the CII docket on the agency’s website. The docket contains the 64 substantive comments submitted on the proposed rule. DHS expected the comments would be available Tuesday September 2, but as of close of business Wednesday there is still no sign of the docket on the DHS website. DHS shared with OMB Watch copies of all the CII comments while preparing to post the docket. In the interest of public access, OMB Watch will provide online access to the public comments while DHS works to make its official docket available.

The planned online docket is an important step in DHS’s approach to public access. Originally, reports indicated that DHS planned to post the comments only when the final rule was published. DHS claims that the CII rule should be finalized in a few weeks.
